The New UPV Legislation 2024: What do you need to know and how can your company prepare?

The Dutch government has announced that new legislation regarding extended producer responsibility (EPR) will come into effect in 2024. This legislation imposes new responsibilities on producers and importers of textile products regarding recycling and reuse. In this article, we will look at what the EPR legislation entails, what obligations it brings, and how your business can prepare for it.
The EPR Legislation in a Nutshell
The EPR legislation, which comes into effect in 2024, requires producers and importers of textile products to provide an appropriate collection system for used clothing and textiles. This system must contribute to the recycling and reuse of these materials. The goal is to make the textile industry more sustainable and reduce waste.
Who falls under the EPR Legislation
The legislation applies to producers and importers who offer textile products for the first time on the Dutch market. This includes both national and international parties. It means that both local companies and international brands bringing textile products to the Dutch market must comply with the EPR obligations.
What you need to do
To comply with the EPR legislation, you as a producer or importer must set up a collection system that allows consumers to return used textile products for recycling and reuse. You must report annually to the Dutch Water Authority on the amount of textile products sold and the progress towards the objectives of the legislation.
Objectives: 50% recycling from 2025
The EPR legislation sets ambitious targets for recycling and reuse. By 2025, at least 50% of the amount of textiles placed on the market must be recycled and/or prepared for reuse, of which at least 20% must be prepared for reuse and 10% for reuse in the Netherlands. By 2030, this percentage must increase to at least 75%.
